This guide is for HR managers and small people teams who want to know where AI saves real hours and where it adds legal risk. The best AI tool for HR teams is usually the AI already inside your HR system, such as BambooHR, Rippling or Workday, paired with a business plan of ChatGPT or Microsoft 365 Copilot for drafting. Add specialist tools only for high-volume work, and treat anything that screens candidates as a compliance project.

Key takeaways

  • Check the AI in the HR system you already pay for first: BambooHR's Pro plan answers employee questions from your own handbook, and Rippling and Workday ship their own assistants and agents.
  • Draft policies on a business plan, not a personal account. OpenAI excludes ChatGPT Business and Enterprise data from model training by default; consumer accounts are included unless the user opts out.
  • Hiring AI is regulated: New York City requires a yearly bias audit for automated hiring tools, and the EU AI Act's high-risk rules for hiring and performance AI apply from 2 December 2027.
  • Free options are real but narrow: Dover's applicant tracking system is free, Guidde and Scribe have free plans for onboarding guides, and Questgen gives 20 free quiz runs.
  • Paradox, Eightfold and Ema are built for large employers and sold by quote.

Recruiting and screening

Recruiting is where AI saves the most hours and carries the most legal risk, because a tool that ranks applicants makes decisions about people who never agreed to be scored. Toolio covers this in more depth in its guide for recruiters, so this section sticks to what an HR generalist needs.

Paradox

Paradox's assistant, Olivia, screens applicants for basic qualifications by chat or text, lets them book interview slots and collects onboarding documents. It targets retail, restaurants, healthcare, logistics and other frontline hiring, and Workday completed its purchase of Paradox on 1 October 2025. Pricing is by quote. It is overkill for a company hiring a few salaried roles a quarter. Ask about security too: in July 2025, researchers reached an admin account on McHire, McDonald's Paradox-built hiring site, with the password "123456". Paradox said the account had been dormant since 2019 and fixed it quickly.

Dover

Dover's free plan is a full applicant tracking system with unlimited users, jobs and candidates, no card required. Premium costs $199 a month and adds AI applicant scoring, an AI interview notetaker, e-signature offers and bulk actions. Dover also runs a marketplace of fractional recruiters paid hourly, on retainer or per hire. It suits a founder or first HR hire with a handful of open roles. It does nothing beyond recruiting: no HR records, payroll or onboarding.

At the enterprise end, Eightfold sells a talent intelligence platform with an AI Interviewer agent, by demo and quote. In January 2026, two applicants filed a proposed class action arguing that Eightfold's match scores are consumer reports under the Fair Credit Reporting Act. Eightfold says it uses only data that candidates share or customers provide; the case was pending at the time of writing.

Onboarding

Rippling

Rippling ties HR, payroll and IT into one employee record, so a new hire's payroll, laptop and app accounts can be set up from a single entry, and Rippling AI answers questions and builds reports across that data. Plans start at $8 per employee per month plus a monthly base fee, with the final price set by quote. It suits small and mid-sized companies that want HR and IT in one system. The drawback is that per-module pricing climbs as you add payroll, benefits and devices, so $8 is rarely the real figure.

Guidde

Guidde records you clicking through a web app and turns it into a how-to video with an AI voiceover, a quick way to build onboarding guides for internal tools. The free plan covers a limited number of videos (the pricing page says 25 in one place and unlimited in another). Pro costs $19 per creator per month billed annually or $29 monthly, and Pro lists watermark removal, so expect branding on free videos. Editing is basic. For written guides, Scribe's free Basic plan captures unlimited step-by-step guides in the browser, without PDF export or company branding.

HR helpdesk and policy questions

Much of an HR inbox is the same few questions about leave, benefits and expenses. An assistant that answers from your own handbook is the most dependable AI win for a small team, if the handbook is current.

BambooHR

BambooHR is an HR system for small and mid-sized companies with an AI assistant on every plan. Core ($10 per employee per month) answers HR data questions and groups eNPS comments into themes; Pro ($17) adds Ask BambooHR answers about your policies, handbooks and benefits; Elite ($25) adds benchmarks. Companies with 25 or fewer employees pay flat rates of $250, $425 or $650 a month, and the FAQ quotes slightly different per-employee figures, so check your quote. The drawback: payroll, benefits and time tracking are quote-based add-ons, and policy answers are only as good as the documents you upload.

ChatGPT Business and Microsoft 365 Copilot

General assistants are the right tool for first drafts: a remote-work policy, a job description, a handbook update or a summary of 300 survey comments. ChatGPT Business is $20 per user per month billed annually or $25 monthly. Microsoft 365 Copilot Chat comes at no extra cost with eligible Microsoft 365 plans, and the Copilot Business add-on lists at $21 per user per month on an annual commitment ($18 in a first-year promotion until 31 December 2026). Claude Team is a comparable option at $20 per seat per month billed annually. Copilot suits teams whose policies live in Word and SharePoint. All of them write confident employment-law statements that can be wrong for your state or country, so someone qualified must check any policy before it goes out.

For enterprises, Ema sells "AI Employees" for HR, IT and finance: agents that handle recruiting, onboarding, benefits and performance busywork across your systems. It targets large enterprises, offers a free trial and demo, and publishes no prices beyond a mention of outcome-based pricing. It suits a shared-services team that wants one agent layer across HR, IT and finance requests. For a small team it is the wrong scale, since the value depends on many connected systems.

Workday customers should check Workday's own agents first. It lists a Talent Acquisition Agent, a Payroll Agent and others, bought the AI search company Sana in November 2025, and bills agents through usage-based Flex Credits.

Performance and engagement

AI here mostly summarizes survey comments and drafts review text from notes. That saves time, but a summary of what a manager wrote is not an assessment.

Lattice

Lattice sells Performance at $10 per seat per month, Goals and OKRs at $8 and Engagement at $4, with Compensation and Grow as add-ons. Its AI agent comes with every base product. It suits companies with a regular review cycle that want reviews, goals and one-on-ones together. The catch: billing is annual and the minimum is $4,000 a year, so a 25-person team buying Performance alone ($3,000 at list price) still pays $4,000.

Culture Amp

Culture Amp is best known for engagement surveys, with AI comment summaries and an AI Coach in Engage and Perform on every plan that suggests actions and helps managers write reviews. Prices are by quote, set by headcount band, product and service tier, billed annually. It suits companies that survey often. It is hard to budget for without public prices, and a 30-person company will not use most of its analytics.

Leapsome is the modular alternative, priced in euros: Performance Reviews lists at €7 per employee per month and Engagement, Goals and Learning at €4 each, on top of a required platform fee (Foundation lists at €7 but is free with any module until 31 December as a promotion). Its pricing page states EU AI Act compliance. It suits European companies that want reviews, surveys and learning from one vendor, but modules add up quickly.

Learning and training

Easygenerator

Easygenerator is a course builder whose EasyAI, included on every plan, drafts courses from your material and generates images. Pro costs $125 a month or $1,499 a year for one author, 10 courses and 100 learners; Team is $625 a month for five authors and unlimited courses. A 14-day trial needs no card. It suits teams that publish compliance or product training regularly, and it is poor value for occasional courses. For quick knowledge checks, Questgen turns text into quiz questions: 20 free runs, then $15 a month.

People analytics

Teams under a few hundred people rarely need a separate analytics product: Rippling AI and the BambooHR assistant answer headcount, turnover and time-off questions from data you already hold. Large employers get Workday's Decision Intelligence agent or Eightfold's talent management tools. Either way, AI analytics are only as good as the data underneath. If job titles and termination reasons are inconsistent, you get a precise-looking wrong answer, so clean the data first.

Free AI tools for HR

The rule for free tools: never paste employee or candidate personal data into a consumer chatbot. Within that rule, Dover's ATS, Scribe Basic, Guidde's free plan and Questgen's free runs cost nothing, Microsoft 365 Copilot Chat is included with eligible Microsoft 365 plans, and ChatGPT Free or Claude Free are fine for generic drafts such as an interview question bank.

New York City Local Law 144. Employers may not use an automated employment decision tool on candidates or employees in the city unless it had an independent bias audit within the past year, the results summary is public, and candidates get notice 10 business days before use. Enforcement began on 5 July 2023, with penalties of $500 to $1,500 per violation. A December 2025 New York State Comptroller audit called the city's enforcement ineffective: the city flagged one issue in 32 published bias audits where auditors found at least 17 potential problems. The city agreed to most recommendations, so expect closer scrutiny. The duty sits with the employer, not the vendor.

The EU AI Act. Annex III lists AI used to target job ads, filter applications and evaluate candidates as high-risk, along with AI used for promotion, termination, task allocation and evaluating performance. Employers using these systems must provide human oversight, keep logs and inform workers' representatives and affected staff before use. The AI Omnibus (Regulation (EU) 2026/1744, in force since 27 July 2026) moved the start date from 2 August 2026 to 2 December 2027. One ban already applies: since 2 February 2025, AI that infers emotions of people at work is prohibited outside medical or safety uses, which rules out interview tools that claim to read emotion from video.

US courts and states. In Mobley v. Workday, a federal court in May 2025 let age discrimination claims over Workday's screening tools proceed as a nationwide collective action; the case was still in discovery in 2026. Illinois now bars discriminatory AI use in employment decisions and requires notice to employees from 1 January 2026, and California's rules on automated decision systems, in effect since 1 October 2025, require four years of records.

Data privacy. In the EU, the GDPR restricts decisions based solely on automated processing that significantly affect a person. Ask every vendor if your data trains its models, where it is stored, who its sub-processors are, and for its latest bias audit.

How to choose

  • Under 50 employees, no HR system: BambooHR Pro if policy questions eat your week; Rippling if you also manage laptops and app accounts. Add ChatGPT Business or Copilot for drafting.
  • A startup hiring its first 30 people: Dover's free ATS, with AI scoring off until you have checked the New York City rules.
  • Reviews and goals: Lattice past roughly 35 people, given the minimum; Leapsome for European teams that want learning too; Culture Amp if surveys come first.
  • Enterprise on Workday: Workday's agents and Paradox before point tools; Ema if you want one agent layer across HR, IT and finance.
  • Training: Easygenerator for monthly courses; Guidde or Scribe for "how to use this system" guides.
  • Anything that ranks or rejects candidates: get the bias audit, data terms and a human review step in writing before you sign.
