Photo and image editor tools fix existing pictures rather than create new ones: enhancing quality, erasing objects, swapping faces and removing handwriting. An editor changes a picture you supply, for example sharpening it or removing a person. A generator creates a new picture from a text prompt. If you must keep the original scene and only fix it, use an editor.
Swapping your own face or one you have permission for is generally fine. Using someone else's face without consent can breach privacy, publicity or defamation laws, and some places regulate deepfakes. Never present altered images as real.
It can add convincing detail and reduce noise, but the added detail is a guess, not recovered fact. That is fine for personal photos, less so for evidence or documents, where changes to the image can mislead.
